Lanzarote to move to Coronavirus Level 4 restrictions from Saturday

The Canarian Government has announced that the island of Lanzarote will move to level 4 restrictions, as coronavirus cases continue to rise.

In a meeting of the regional cabinet yesterday afternoon, it was agreed that the island, as well as neighbouring La Graciosa, will move to the highest level of restriction.

New controls on the number of people who can meet in public from different houses will come into force at midnight tonight. Bars and restaurants will have to close from 6pm, but can offer take away services until 10pm when an island wide curfew comes into force.

Measures and restrictions at alert level 4

Capacity between non-cohabitants in public and private spaces.  At alert level 4, the permanence of people both in closed or outdoor spaces for public and private use is limited to cohabiting people, except in hotels and restaurants, respecting the maximum number of four users per table. In the event that the group is made up of cohabitants and non-cohabitants, the maximum number of people established will not be exceeded, which is 2.

Limitation of closing at 18.00 in all activities, services or establishments, Except for industrial activity and wholesale trade; retail stores of food, beverages, products and essential goods; health centres and services, university, teaching and educational centres, including early childhood education schools, language academies and educational reinforcement of subjects included in formal education curricula, conservatories and music schools; professional services, insurance services, and household employees; essential public services; social and social health services; veterinary centres or clinics; commercial establishments dedicated to the sale of automotive fuels; vehicle rental and vehicle technical inspection stations; home delivery services; soup kitchens; funeral services and wakes; outdoor sports centres for individual sports practice; centres for the execution of judicial measures and criminal mediation services for minors and family meeting points; restaurants and cafeteria for home delivery and collection at the premises; catering establishments integrated into tourist accommodation establishments exclusively for the use of their clients, health centres, establishments with social canteen services and work centres for their workers and education centres.

The restriction of entry and exit of people in Lanzarote is maintained , except for a justified cause that occurs for any of the reasons contemplated in article 6 of Royal Decree-Law 926/2020, of October 25. This measure could be complemented with limitations that may be established in territorial areas lower than the island depending on the epidemiological situation.

The limitation of the freedom of movement of people at night  continues established as before, that is, between 10 p.m. and 6 a.m. every day. These limitations do not affect the performance of the essential activities included in article 5 of Royal Decree-Law 926/2020, of October 25, such as the acquisition of medicines and health products in pharmacy offices; assistance to health centres, services and establishments; assistance to veterinary care centres for emergency reasons; compliance with labour, professional, business, institutional or legal obligations, and assistance and care of domestic animals or in livestock farms, among others.

General measures for the workplace.  The provision of services will preferably be carried out electronically in those cases where it is possible or by establishing shifts that limit contact between workers as much as possible. Only essential work meetings will be allowed, always guaranteeing the use of a mask, interpersonal distance and a capacity of 33%.

Specific measures for hotels, restaurants and terraces, bars and cafes. At alert level 4, it will not be possible to exceed 50% of the authorized capacity in outdoor terraces, being forbidden the service in interior areas. The maximum occupancy per table will be four people and consumption at the bar is prohibited. The buffet or self-service service cannot be provided indoors. The complete closure of the establishments is established before 6:00 p.m. The pick-up service can be provided at the premises and the home delivery until 22:00.

Sport practice. In the open air, only individual sports are allowed and those in which the interpersonal safety distance of 2 meters can be maintained permanently. Team sports or those practices and exercises in which that distance cannot be guaranteed may not be practiced. The practice of physical and sports activity in the interior areas of sports facilities and centres is prohibited. During the validity of alert level 4, any type of physical activity or non-professional sports practice in which the interpersonal distance of 2 meters cannot be maintained at all times is prohibited, including team sports, although training and activity may be carried out physics in which that distance is guaranteed.

Sports events.  Professional events may be held and, in the case of non-professionals, only those in which athletes or players can maintain a safety distance of two meters permanently. In no case is public attendance allowed, except in the case of accompanying minors.

Tour guide activity. These activities will be carried out in groups with a maximum of 4 people, without exceeding the total number of 12 people. In the case of outdoor activities in which interpersonal safety distance between the different groups can be permanently guaranteed, a maximum of 20 people is allowed.

Premises and shopping centres.  The capacity of establishments and retail stores on the islands at alert level 4 may not exceed 25%. In the case of shopping centres and parks, the capacity of the common areas will be limited to 25% of the capacity.

Visits to museums, exhibition halls, monuments and other cultural facilities  at alert level 4 will take place without exceeding 25% of the authorized capacity for all rooms and spaces, with a maximum number of 4 people in group activities.

Gaming and betting establishments and premises.  At alert level 4, recreational gaming and betting venues will be closed.

Ceremonies and other religious or civil celebrations. You may not exceed 50% of the outdoor capacity, or 25% of the authorized capacity in indoor areas, with a maximum of 10 people.

Beaches and natural pools. On the beaches the capacity will be 50% and in the natural pools it will be 33%. On the beaches, at this alert level only individual sports are allowed, as long as the safety distance of 2 meters with other people can be guaranteed permanently.

Children’s and youth camps and camping sites  will be prohibited on alert level 4 islands.

Tasting of food products.  These types of activities cannot be carried out.

Boards of owners’ associations. At alert level 4, only those meetings that cannot be postponed due to force majeure and with a capacity limitation of 25% may be held.

Street markets.  At alert level 4, 33% of the capacity established by each city council for open-air markets and 25% for those held in closed spaces cannot be exceeded. Sporadic or extraordinary markets may not be held subject to authorization.

Hospital centres and health care centres. In hospital centres, external visits are suspended, except in the case of minors, pregnant women, accompanying terminal patients and those other clinical situations that are considered necessary at the discretion of the physician. In residences for the elderly, the exits of residents outside the centres and external visits are suspended, except in the case of accompaniment to terminal patients and those other situations that are considered necessary at the discretion of the centre’s management for health reasons. Those patients who are confirmed cases with resolved infection will be exempt from this limitation. In addition, the use of FFP2-type masks and face shields is recommended by staff who have direct care with patients in these centres,

In the  regular urban and metropolitan public land transport of passengers, on islands with alert levels 4, their capacity is reduced to 50%. The surveillance of urban land transport means will be reinforced at peak times to avoid crowds. At peak times, avoid using public transport for non-essential or postponed trips. It is recommended to increase the frequency of public transport schedules, ensuring adequate ventilation and compliance with preventive measures, which includes not eating or drinking and using the mask correctly.
